简要规则描述：为推进乡村振兴，提升营商环境，进一步做好“四好农村路”建设，改善农村公路的出行条件，拟对航帆路（航同路-航鸣路）进行提档升级，道路长度约1.04km。主要实施内容包括：沥青路面翻挖补强、铣刨加罩沥青、出入口翻挖补强、侧平石翻排、窨井井盖更换成防沉降井盖、更换雨水口、标志标线及其他安防设施完善等。            

Brief Specification Description: To advance rural revitalization, improve the business environment, further promote the construction of "four-good rural roads", and enhance travel conditions on rural highways, it is planned to upgrade Hangfan Road (from Hangtong Road to Hangming Road), with a road length of approximately 1.04 km. The main construction contents include: excavation and reinforcement of asphalt pavement, milling and overlaying of asphalt, excavation and reinforcement of access points, rearrangement of kerb stones, replacement of manhole covers with anti-settling covers, replacement of stormwater inlets, improvement of traffic signs and markings, and upgrading of other safety facilities.

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购， 评审时中小企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位， 并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；(4）购买国货政策：本项目不接受进口产品。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Measures for implementing reserved share quotas to increase the share of small and medium-sized enterprises (SMEs) in government procurement and policies supporting SMEs: This project is exclusively open for procurement from small and medium-sized enterprises, and no price discount preferences shall apply to products supplied by SMEs during evaluation.
(2) Policies supporting welfare units for persons with disabilities, which shall be regarded as micro and small enterprises.
(3) Policies for preferential procurement of energy-saving and environmentally friendly products: Under equivalent technical and service conditions, preferential procurement shall be given to products listed in the catalogs of energy-saving and environmentally friendly products issued in Document Caiku〔2019〕No. 18 and Document Caiku〔2019〕No. 19 of the Ministry of Finance; mandatory procurement shall apply to products marked with "★" in the energy-saving product catalog. Suppliers must provide valid certificatio        

(c)本项目的特定资格要求：1、具有市政公用工程施工总承包三级及其以上资质；2、具有建设部门颁发的《安全生产许可证》(有效期内）；3、拟派的项目经理须具有市政公用工程注册建造师二级及其以上资格及有效的安全考核证书；4、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；5、本项目不接受联合体响应。        

(c)Specific qualification requirements for this program: 1. This procurement requires online response. Suppliers must obtain the Shanghai Electronic Signature Authentication Certificate (CA Certificate) and be registered and included in the database of the Shanghai Government Procurement Network in accordance with the *Interim Measures for the Registration and Credit Management of Suppliers in Shanghai Government Procurement*.
2. Suppliers that meet the provisions of Article 17 of the *Guiding Opinions on Aligning with High-standard International Economic and Trade Rules and Promoting Government Procurement Reform in Pilot Areas* (Hucai Cai〔2024〕No. 12) shall not participate in the procurement activities of this project.
3. The supplier must be a legal entity legally established within the territory of the People's Republic of China.
4. Possess Class III or higher qualification for general contracting of municipal public engineering construction.
5. Hold a *Safety Production License* issued by the construction authority (within its validity        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
