简要规则描述：******街道社区文化活动中心地下一层，防化等级为乙级、核5级、常5级，总建筑面积1030.04平方米。为完善人防指挥功能，拟在原有空间布局基础上实施改造，主要调整内容包括：调整指挥大厅面积，优化操作空间布局；新增卫生间、排污间等生活保障设施；优******街道人防应急指挥能力和信息化水平，实现平战结合、综合利用的目标。（具体内容及要求详见工程量清单及施工图图纸）            

Brief Specification Description: The Civil Air Defense Command Center of South Matou Road Street is located in Plot 07-09 of Z000203 Compilation Unit in Zhoujiadu Community, Pudong New Area. It is the basement level of the South Matou Road Street Community Cultural Activity Center, with a chemical defense level of Class B, Nuclear Level 5, and Constant Level 5, and a total construction area of 1030.04 square meters. In order to improve the command function of civil air defense, it is proposed to carry out renovation on the basis of the original spatial layout. The main adjustments include: adjusting the area of the command hall and optimizing the layout of the operation space; Add living security facilities such as toilets and sewage rooms; Optimize the layout of corridors and water tank rooms to improve traffic and maintenance efficiency; Update ventilation, smoke exhaust, waterproofing, and intelligent systems. After the renovation is completed, it will effectively enhance the emergency command capability and inform

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：中小企业划分标准所属行业：建筑业。营业收入80000万元以下或资产总额80000万元以下的为中小微型企业。其中，营业收入6000万元及以上，且资产总额5000万元及以上的为中型企业；营业收入300万元及以上，且资产总额300万元及以上的为小型企业；营业收入300万元以下或资产总额300万元以下的为微型企业。        

(b)Qualification requirements to be met to implement government procurement policies: The industry to which the classification criteria for small and medium-sized enterprises belong is the construction industry. Small and medium-sized enterprises with operating income below 800 million yuan or total assets below 800 million yuan. Among them, medium-sized enterprises with operating income of 60 million yuan or more and total assets of 50 million yuan or more; Small enterprises with operating income of 3 million yuan or more and total assets of 3 million yuan or more; Micro enterprises are those with operating income below 3 million yuan or total assets below 3 million yuan.        

(c)本项目的特定资格要求：（1）未被列入“信用中国”网（******）失信被执行人名单、重大税收违法失信主体和中国政府采购网（******）政府采购严重违法失信行为记录名单的供应商。
（2）具有有效的安全生产许可证、建筑工程施工总承包三级及以上资质。
（3）项目负责人应具备有效的建筑工程专业二级及以上注册建造师执业资格，同时具备有效的安全生产考核合格证书。
（4）本项目专门面向小微企业。
本次招标需要网上投标，响应单位必须获得上海市电子签名认证证书（CA认证证书）。        

(c)Specific qualification requirements for this program: (1) Suppliers who are not included in the list of dishonest persons subject to enforcement on the "Credit China" website (****** gov.cn), major tax illegal dishonest entities, and the list of government procurement serious illegal and dishonest behavior records on the China Government Procurement Network (****** gov.cn). (2) Having a valid safety production license and a third level or higher qualification for general contracting of construction projects. (3) The project leader should have a valid second level or above registered construction engineer qualification in the field of construction engineering, as well as a valid safety production assessment certificate. (4) This project is specifically aimed at small and micro enterprises. This bidding requires online bidding, and the responding units must obtain the Shanghai Electronic Signature Authentication Certificate (CA Authentication Certificate).        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
